US Navy: Bigger is Better, but at What Cost?

The U.S. Navy has a balanced fleet, but it wants to grow bigger and better. Will the budget allow both? Maritime Reporter's March 2017 cover story on the U.S. Navy was all about the numbers. There exists several plans to grow the fleet beyond the current number of 308 ships, the Mitre recommendation of 414 ships, the Center for Strategic and Budgetary Assessment 340-ship proposal, and the Navy’s decision to grow the fleet to 355 ships, and the Trump administration’s 350. With so many numbers being bandied about, there are even more suggestions on how to get there.

EPA Awards Nearly $2 Mln for Clean Repowers

Three New England projects have been awarded nearly two million dollars under the U.S. Environmental Protection Agency’s (EPA) competitive national grant competition to reduce diesel emissions. The grants, totaling $1,975,000, were made under the Diesel Emissions Reduction Act (DERA). The funding will assist the Connecticut Maritime Foundation, the Massachusetts Port Authority and the Massachusetts Bay Transportation Authority in marine vessel repowering and vehicle replacement projects. Diesel engines contribute significantly to air pollution, especially in urban areas.

Navatek, NEB Launch Sea Blade 35

Navatek, the naval research and design company based in Hawaii and Rhode Island, and NEB, a leading builder of high-tech composite and aluminum boats based in Portsmouth, R.I., announce the launching of the Sea Blade 35, a 35-foot rigid hull inflatable boat (RIB) with a top speed of 60 knots. The Sea Blade line of powerboats features a patented hull form designed by Navatek founder and Chairman Steven Loui, a native of Hawaii. The stabilized monohull design has a slender center hull with two stabilizing amas, which form entrapment tunnels between the main hull and amas.

US Navy Sub’s Motor Generator Restored

Portsmouth Naval Shipyard (PNSY) has completed the restoration of the motor generator set for the Ohio-class ballistic-missile submarine USS Rhode Island (SSBN 740) on February 23 – three days ahead of schedule, the U.S. Navy reported. PNSY was already restoring a motor generator set for Rhode Island, a process that typically takes 12 to 18 months, when Trident Refit Facility (TRF) Kings Bay informed the shipyard they wanted to replace the motor generator set during the upcoming availability, 10 months earlier than the regularly scheduled overhaul.

New Engines Mark Final Construction Phase for SSV Oliver Hazard Perry

Christmas came early this year for Rhode Island’s Official Sailing Education Vessel, the SSV Oliver Hazard Perry, when its two Caterpillar C-12 main engines from Milton Cat (Milford, Mass.)--one of the Perry’s Marine Trades Partners-- were delivered in November. This week at Senesco Marine in North Kingstown, R.I., both of the 12-liter, in-line six-cylinder engines were lowered onto the 200-foot Tall Ship’s freshly painted engine beds. Each has a rating of 385 hp at 1,800 rpm…

Unmanned US Navy ASW Vessel Contract for SAIC

Science Applications International (SAIC) awarded US Navy DARPA contract for Anti-Submarine Warfare (ASW) Unmanned Vessel. The contract by the Defense Advanced Research Projects Agency (DARPA) for the Anti-Submarine Warfare (ASW) Continuous Trail Unmanned Vessel (ACTUV) program phases two through four to design, build and test a new prototype unmanned autonomous surface vessel. The DARPA ACTUV program aims to develop an unmanned autonomous surface vessel with the ability to track a quiet diesel-electric submarine overtly for months over thousands of kilometers, with minimal human input.

ASA Committee Chairmanship Passed to John K. Fulweiler

John K. Fulweiler, Esq. assumes Chair of the American Salvage Association's (ASA) Membership Committee. A Proctor-in-Admiralty, John is excited about the opportunity of continuing to support and contribute to the ASA's endeavors. John is the managing member of Fulweiler llc, a maritime law firm practicing in various East Coast jurisdictions in the United States. Formerly a partner in a New York maritime law firm, John K. Fulweiler graduated from the University of Rhode Island with a Marine Affairs degree and the University of Arkansas at Little Rock School of Law.

Austal Lays Keel for LCS 6

Austal held a keel-laying ceremony for the third Independence-variant Littoral Combat Ship (LCS) – Jackson (LCS 6), one of five Austal-designed 127-m U.S. Navy Independence-variant LCS under contract with the U.S. Navy. Dr. Katherine Holmes Cochran, the ship’s sponsor, was present to weld her initials onto the keel plate as the Keel Authenticator. She was assisted by J.B. Craig, III, who is an “A” Class welder that has been part of the Austal team since November of 2011. Dr. Cochran is the daughter of U.S. Senator Thad Cochran (R-Miss.) and his wife Rose Clayton Cochran.

Rhode Island Fast Ferry's MTU Diesels Saving Fuel

'Ava Pearl,' a new catamaran operated by Rhode Island Fast Ferry, is fitted with fuel-efficient MTU Series 4000 engines. The 34-meter passenger vessel, designed by Incat Crowther and built by Gladding-Hearn Shipbuilding, makes three daily round-trips between North Kingstown, R.I., and Oak Bluffs on Martha’s Vineyard, Mass., a one-way distance of 52 miles. In the first two months of operation, the 150-passenger Ava Pearl logged more than 18,700 sea-miles and the fuel savings have added up.

34m Boat Delivered to Rhode Island Fast Ferry

A 34m Catamaran Passenger Ferry, Ava Pearl, designed by Incat Crowther and built by Gladding-Hearn Shipbuilding , was delivered to Rhode Island Fast Ferry, where it will contribute to an expansion of operations. As a long-time operator of Incat Crowther ferries, Rhode Island Fast Ferry turned to Gladding Hearn and Incat Crowther to develop and build a ferry with twin engines and propellers, with a view to more efficient operation. Designed specifically for the operation, the lighter, simpler vessel is driven by propellers.

Lessons Learned Lead to Improvements in Follow-on LCS Ships

The U.S. Navy and its shipbuilding partners have incorporated lessons learned from the first two Littoral Combat Ships (LCS) in the design and construction of the follow-on ships. “I think the lead ships are pretty good,” says Rear Adm. Jim Murdoch, the Program Executive Officer for LCS (PEO LCS). LCS 1 is the USS Freedom, built at Marinette Marine in Wisconsin by a team led by Lockheed Martin, and commissioned in November of 2008. The ship deployed to U.S. Naval Forces Southern Command as well as participated in the RIMPAC fleet exercises around Hawaii in 2010.

ROBOBOATS: Autonomous Boats Aid Maritime Security

The theme of the 4th International RoboBoat Competition, sponsored by The Association for Unmanned Vehicle Systems International (AUVSI) Foundation and the Office of Naval Research (ONR), was “The Four Elements.” Teams of students designed and built autonomous surface vehicles (ASVs) that faced challenges involving earth, air, fire and water. The competition was held at The Founders Inn and Spa, Virginia Beach, VA, June 8-12, 2011 and included 15 teams representing colleges and universities around the world.

Susan Mortgu Joins ZF Marine

ZF Marine welcomes Susan Mortgu as the newest addition to its team. Mortgu is the new account manager for the Northeast US and Atlantic Canada. She will be reporting to David Santos, Commercial Craft Segment Manager. A graduate of Kings Point (USMMA) and additional studies at University of Delaware’s school of Marine Policy, Mortgu comes to ZF Marine LLC with a wealth of experience in the industry. She is a certified project manager with over 10 years experience in shipyard project management, including new construction, repair and refit for both pleasure and commercial vessels.

CNO Admiral Roughead Honored as “Seamaster of 2011”

On May 17 U.S. Navy CNO Admiral Gary Roughead was awarded the “Seamaster of 2011” award, an honor conferred by Marine Technology Reporter magazine at a special reception in the Admiral’s honor at the OceanTech Expo (www.oceantechexpo.com), held in Newport, Rhode Island. In accepting the award, Admiral Roughead delivered a 30 minute speech, discussing the Navy’s future technological needs, specifically engaging the crowd of more than 200 in a discussion of subsea robotics capabilities and needs.
